It is our great pleasure to welcome you to the Ninth IEEE International Symposium on Computers and Communications (ISCC 04). Alexandria (Egypt), founded in the year 332 BC and known for its library that had the largest collection of books in the ancient world, has been selected to host this year Symposium.

The ISCC series of symposia is an annual gathering of an increasingly growing international community of computer and communications technology professionals coming from many countries across the Globe and covering academic, industrial, and governmental R&D institutions.

It is the purpose of this symposium to address the latest research and development effort in the field of computers and communications. This Symposium topics include ad-hoc wireless networks, sensor networks, wireless mobile networks and wireless LANs, optical communications, network and system management, quality of service, agent technology, web services and e-commerce/e-government, security and cryptography, data mining, database applications, technology management, distributed systems, and many others.

Previous ISCCC meetings took place in the beautiful countries situated on the Mediterranean Sea; in Alexandria, Egypt in 1995 and 1997, in Athens, Greece in 1998, in Sharm El-Sheikh, on the Red Sea coast of Egypt in 1999, on the beautiful French Riviera in Juan Les Pins in 2000, in Hammamet, Tunisia in 2001, in Taormina, Italy in 2002, and in Antalya, Turkey in 2003.

The distinguished Co-Chairs of the technical committee did an outstanding job managing the technical submissions of 480 papers, an ISCC record. The success of the conferences depends on the tireless efforts of many people. We would like to mention here, in particular, members of the technical program committee for their careful reviews of the submissions and their selection of such a strong program.
